Markup an entire store - In $$ Amounts

I need the ability to markup and entire store by dollar amounts, not just a percent. IE every item gets marked up by $3 and/or the ability to apply a pricing rule to an entire store.

Being able to have a percentage and a fixed dollar amount in a pricing rule would be great. So a pricing rule could be Cost X 100% + 3, for example.

Been asking for similar. Want to be able to mark up goods with $ amount instead of %, but want to be able to mark up each item individually. For example, mark up hoodie $10 but mark up t-shirt $5.
