You can make the store tax free. You can also add a Pickup location and by doing this you are not required to choose shipping. The other option if the church is paying for shipping you can do a Custom Check Out field and add "shipping location" where either you input specific addresses and they choose form a dropdown, or they input their own shipping address and you bill the client for shipping on the backend. It sort of depends who and how shipping is being paid for.
